What Is a Texas Conduct Surety Bond?
Before you can brew, sell or import alcoholic beverages in Texas, you must file a TABC conduct surety bond (Form L-2-60.2) along with your TABC permit application. This ensures that business owners follow the Texas Alcoholic Beverage Code and other rules pertaining to the sale, transportation and delivery of alcohol.
Who Needs a Texas Conduct Bond?
Alcohol retailers and sellers without a food and beverage (FB) certificate must file a TABC conduct bond. The TABC also enforces other non-conduct Alcoholic Beverage Commission Bond requirements, including a performance bond and fee interest bond.

- Alcohol retailer or seller
- Beer retailer
- Mixed beverage permit holder
- Private club owner/operator
- Wine permit holder
Note: The Texas Comptroller of Public Accounts enforces separate Texas Mixed Beverage Tax Bond requirements to ensure establishments pay their taxes in full and on time.
